The Clown Bed was crafted by Homer Simpson after Marge became pregnant with Lisa.
After Homer tried and failed at forcing Bart to give up the crib for Lisa, he decided to entice Bart with a bed shaped like a clown. Unfortunately, Homer's craftsmanship was poor to make the Clown look friendly, but just good enough to make it look terrifying.
When Bart went to bed, he imagined the Clown Bed talking and threatening to kill him. He then spent the next morning clutching his knees, rocking back and forth and uttering his now-famous catchphrase. Homer and Marge didn't seem to notice this, as the Clown Bed was still seen in Bart's room.
The Clown Bed also helped contribute to Bart's antagonistic attitude towards Lisa, as her very existence led to him being traumatized by it.
